E-rate News Flash
- Service Delivery Deadline for Non-recurring services, Funding Year 2016–17
September 30, 2017 is the deadline for delivery of non-recurring services, such as equipment and installation. This deadline can vary depending on many factors, but in general the deadline is September 30th. Funding Requests that contain services or products that have not yet been delivered or installed must have a Service Delivery Deadline Extension filed on or before the September 30, 2017 deadline. Use FCC Form 500 to file an extension request. The Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC) provides guidance on how to file the extension on the SLD Web page at http://www.usac.org/sl/applicants/before-youre-done/delivery-extension.aspx.
- Invoicing Deadline, Funding Year 2016–17
October 30, 2017 is the deadline for Local Education Agencies (LEAs) and Service Providers to submit invoices for services and products delivered during the 2016–17 Funding Year. The invoicing methods are:
· Billed Entity Applicant Reimbursement (BEAR) form – this form is filed by the LEA after the LEA following payment to the service provider.
· Service Provider Invoice (SPI) form – this form is filed by the Service Provider to receive payment from USAC for the portion of the products and services that qualified for E-rate discounts.

- Invoice Deadline Extension Request
October 30, 2017 is also the deadline for LEAs and Service Providers that need additional time to complete the invoicing.. This is a one-time extension that must be requested by the applicant, even if it is the Service Provider that needs additional time. Instructions for filing this request can be found in the SLD’s September 22, 2017 News Brief, archived on the SLD’s Web page at http://usac.org/sl/tools/news-briefs/preview.aspx?id=793.
USAC will be conducting in-person E-rate training sessions at the following locations:
- October 10, 2017: Washington DC area
- October 24, 2017: Charlotte, NC
- November 2, 2017: Minneapolis, MN
The SLD discussed options of providing a training in the San Diego area, however, this location has not yet been confirmed.
