Updated E-rate Web Pages
The California Department of Education (CDE) has revised the E-rate web pages to better serve California schools and school districts. A few highlights are listed below:
· The Entity Validation page http://www.cde.ca.gov/ls/et/ft/eratentityvalidation.asp features the E-rate entity validation matrix which provides specific information on how to validate a site, enrollment and poverty, and urban/rural status for traditional and non-traditional school programs.
· The California E-rate Support and Resources page, http://www.cde.ca.gov/ls/et/ft/casuptandresources.asp provides access to old issues of the E-rate News Flash, lists E-rate training, and a number of useful resources from the Universal Service Administrative Company (USAC) and from the Federal Communication Commission (FCC)
· The Entity Validation Letter Guidelines page, http://www.cde.ca.gov/ls/et/ft/entityvalidguidelines.asp provides specific guidelines and requirements for submitting an entity validation letter.
New Procedures Regarding Entity Validation Letters
In order to assist California E-rate applicants the CDE provides third party entity validation for schools not listed in theCalifornia School Directory at http://www.cde.ca.gov/schooldirectory that meet the statutory definition of an elementary or secondary school found in the No Child Left Behind Act of 2001 (20 Unites States Code [U.S.C.] section 7801  and ).
Entity validation letters cannot be used to validate enrollment or the percentage of students qualifying for free or reduced priced meals (FRPM). The CDE has posted the “Unduplicated Student Poverty – Free or Reduced Priced Meals Data 2016-17” file at http://www.cde.ca.gov/ds/sd/sd/filessp.asp to validate school enrollment and percent FRPM. Applicants not listed in this file may use the alternate discount mechanisms listed on the Universal Service Administrative Company Web Site at http://www.usac.org/sl/applicants/step03/alternative-discounts.aspx.
